I have faced the IP Blacklist issue for a long time and it is really a pain but consumers need to know how to take care of their connections. First blacklist will be ignored , 2nd blacklist will be warned , 3rd blacklist account will be terminated.
Blacklist of a single IP does not effect the whole subnet and removing the same from spamhaus usually take 24 - 48 hrs.
People do get number of connections and share them but we need to look in to the reasoning. People are unable to afford a Lease Line therefore they go for alternatives. If a small company can get the lease line like performance in budget there is no way it will go the other way around.
I strongly feel that if someone is paying for 10 DSL connection and load balancing it for 2Mbps it should be flagged as unethical or illegal.
