New Bsnl evdo ZTE datacard not working

i bought a new BSNL ZTE datacard. it is not showing a single network bar. and not connecting to internet. this is my second evdo card that is not working. 1st one i bought a month ago. it dint work so i exchanged it for this one. the last one showed only 1 netwrk bar and browsing was very very slow or sometimes no browsing. this one is showing even more problems. it is correctly installed as i checked in my computer's device manager. Please suggest something as i have tried everything to make it work.
