I have good SNR margin and attenuation but connection keeps dropping. There seems to be sudden spikes in SNR value and sometimes the dial tone has lot of disturbances. BSNL staff can't isolate the issue,even the JTO has no clue..NEED HELP
 
probably a wiring fault. try replacing the wires from the bsnl junction box to your modem.
 
1. Line issue.
2. Exchange issue.
3. Tag issue (there is this "tag" thing which they use and which is specific to each connection so whenever there is an issue with tag, it shows almost same symptoms).

Your best bet is to have re-wiring of the cable. Make sure, you're using the Splitter which is fine in quality.
