Multi carrier MVNO like Google FI possible in India?

As per the title Indian telecom saturated and stabilised like Int'l countries which have only 3-4 carriers like USA,Japan,China etc after Jio's entry. Spectrum is available in limited quality so no point having multiple carriers before the jio era that hog the spectrum and compete with each other. Currently MVNO model will succeed especially to cater low income groups. What is ur opinion about having a MVNO that uses all the carriers in India so users can select the best network without having to change the operator.
 
MVNO is not economically viable at this point because rates are already very cheap. Later in the future, when rates rise, then yes.
