It may be that, too - but I can only relay my own experiences in dealing with people in areas like this: Bandra, Cumballa Hill, Marine Drive, Fort - these sorts of areas all have the same sorts of problems.shethsa said:I'd think it was more of simple apathy at one of many loss making govt psu's.
