MTNL Delhi : Performance of its 4 Mbps plan

Hi Guys :-

Recently MTNL Delhi has introduced speed boost in its broadband speeds.....and now has started providing 4 mbps unlimited plan for Rs. 3499/-.......Is their any user who is using this plan and if so, then please tell how are the speeds in this plan ? ....what is the review of this speed plan ? .....What are the actual DL and Unlimited speeds ?
 
seems like nobody is using this plan
 
i have recently applied and got this plan..... but i am getting only 2 mbps and its been 3 days now... i registered a complaint, but still only 2 mbps...🙁
