MTNL 3G roaming charges?

I have a regular MTNL 3G card which I use in a Micromax USB modem. I went to Western UP region and got BSNL signals. Used to think that all type of roaming is free when roaming on BSNL on an MTNL card. But some 600bucks got deducted from my account (instead of MBs getting deducted from the dataplan).So is 3G roaming not free on MTNL?
