Actually 2 Mbps = 2000 Kilobits per second and not 2048 Kilobits per second
Since we are synced at 2048 Kbps the theoretical max speed that we can get is 2048000/8 = 256,000 bytes
256,000/1024 = 250 KiloBytes/second
However the other overheads involved in the connection ie pppoe, IP,TCP, etc amount to about 13% loss.
Therefore practically the speed that we can expect to get is
2048 - 2048 * 13% = 1782 Kbps = 217 Kilobytes/second
