Looking for afforadable Android mobile

Dear Friends,
I want to buy an Android mobile with must have all the features mentioned below. My budget is Rs. 4000-6000.
3G
Wifi
Bluetooth
USB
Touchscreen
Minimum 1 Ghz processor
I want to buy this Android mobile so that in my free time I can develop some basic Android apps in Java programming language and test them on this mobile without much technical expertise.
Please suggest me some good mobiles. Thanks.

After struggling with many budget phones of near and dear ones, I think 6K budget the best buy would be Lava Iris N400
its a 1Ghz + 512MB RAM, 3G, dual cam, BT, A-GPS, Android 4.04,
only thing which would bother you would be its limited internal memory of 127MB, but you can use Link2SD or even mount partition to SD CARD.
Have purchased Micromax Bolt for wife 2 days back, and I am already fed up with it, however its for wife limited use and she can live with 2G and other crappy features.
