Looking for a new ISP in DLF Phase 1

Current : You Telecom
Pros: Good Customer Care
Cons : Fluctuating speeds / Frequent outages / too many CC calls to be made
Previous : Airtel
Pros : Brand
Cons : Poor CC / Plans are weird / Pain overall in my area
Now :
Looking for an ISP having:
1. Speed Stability
2. UL Plan - min 2 mbps
3. no to be costing a bomb - I can afford 1200/- a month
Why shifting?
1. Youtube doesnt stream - frustrating on a 4 mbps connection
2. Whenever i need this connection the most - it dies on me
3. 512kbps isnt a bad speed - but this seems like 20 kbps
4. I understand this is a shared connection speed - but how much do you want me to share ?
Options:
Airtel not interested
Reliance http://www.rcom.co.in/Rcom/personal/internet/wired_postpaidplans.html most enticing 1099 plan - but i have read some negative reviews
Tata Communication http://www.tataindicombroadband.in/tariffs.html when they say 500kbps DL speed, it is 500/8 right ? I'm confused here - as the pricing is too high
Please suggest more ISPs as per your experience, I need it for Surfing - DL - Video streaming - no gaming
