Line Statistics for MTNL ?

Hello friends,
I would highly appreciate if any one can tell me about good statistics (attenuation rates, snr margin )
Using 2 mbps plan
 
Anything > 20dbm snr is good for 2mbps.

Attenuation should be less or equal that. Though it might even work with higher attenuation.
 
I just checked through speedtest my download speed is just 0.20 mbps whereas according to my plan i should get 1 mbps.
But its weird to see that upload speed are just fine its 0.40 Mbps.
what can be the reason of slow download?
 
SNR margin (0.1 dB) 305 (down) 328 (up)
attenuation (0.1 dB) 190 (down) 0(up)
attainable rate(Kbps) 19360 (down) 2523 (up)
Rate (Kbps) 2047(down) 509 (up)
 
i went last time to exchange to demand port change , but they told there was some technical issue which is resolved now and they told SOTL and ALCATEL both are same it wont make difference :/
