Lets start a hub for india users for mumbai (bombay)

can anyone guide me how to start a dc hub working on software like apexdc or strong dc
 
most local isp now provide peering setup for torrents so why would you need hub

if you need it for mtnl I don't think it will work with mtnl (no extra speed)
