Laptop plugged in, but not charging

So, my laptop is plugged in but it's not charging. I've uninstalled Microsoft ACPI Compliant Control Method and Microsoft AC Adapter, removed the battery, restarted the laptop. It's still not charging when it's turned on. But it charges when I shut it down.

How to go about this?
 
Charger is faulty.
 
Battery is about four months old and it has been working fine, so I don't think that's the problem.

@Nishant Yes, that makes sense. Will check it using a live distro.
 
The port could also be the cause . If the laptop is very old , cleaning or reverse vaccuming may remove dirt in charging port contacts.(if exists) Rubbing alcohol can be used in the ports for cleaning .
Multimeter can be used for checking the output of your laptop charger
 
So I tried Ubuntu and it seems like it still wouldn't charge.

I had this issue once with my office laptop, the IT guy replaced my power adapter.

On the other hand it might be an issue with the battery too, best to test it with a new power adapter if you can manage one, else visit service center.
