So, my laptop is plugged in but it's not charging. I've uninstalled Microsoft ACPI Compliant Control Method and Microsoft AC Adapter, removed the battery, restarted the laptop. It's still not charging when it's turned on. But it charges when I shut it down.
I am telling you by experience. It is not charging because charger is not able to generate enough power. First laptop works on AC then if power is left battery is charged.
The port could also be the cause . If the laptop is very old , cleaning or reverse vaccuming may remove dirt in charging port contacts.(if exists) Rubbing alcohol can be used in the ports for cleaning .
Multimeter can be used for checking the output of your laptop charger
I had this issue once with my office laptop, the IT guy replaced my power adapter.
On the other hand it might be an issue with the battery too, best to test it with a new power adapter if you can manage one, else visit service center.
