Is incoming Secure Shell blocked by Tata Indicom?

MTNL TriBand 320Kbps UL, Tata Indicom 1Mbps UL
I have configured my TI ZyXEL modem to port forward incoming connections on port 20202 (any IP) to an internal LAN desktop IP/port 22.

However, when I try:

$ ssh -p 20202 @

I get an error message to the effect "connection refused."

I am not sure where the problem is. One possibility is that the ISP is blocking any new incoming TCP connections to the users.

Anyone doing port forwarding into your LAN machine from the WAN? Either way please let me know.
