I noticed that I couldn't ping any website on Excitel without a VPN. It always shows timed out.

I don't know why Excitel is blocking ICMP ,probably because a lot of its customers are complaining about packet loss.
I also noticed that Excitel is blocking PPTP Connections (atleast in my area):
It shows this error when trying to connect to any VPN using PPTP , PIA or otherwise.
To prove that this isn't a vpn specific problem, I tried to connect to a free PPTP VPN .
I also tried to connect PPTP VPN on my Airtel 4G Network using tethering, it worked perfectly fine.
I don't know why Excitel is trying to block PPTP VPN, my guess is they don't want customers to bypass their peering .
Opening a ticket with Excitel support is completely useless, they don't fix anything that's why I posted this here.
I tried to use a different router to see if it was router that was blocking it, directly connected the ethernet to PC and used PPPoE to dial the internet, tried disabling windows firewall and tried using PPTP on my phone but nothing worked.
