Is BSNL Broadband throttling streaming sites?

From last 2 days, I feel like BSNL is throttling streaming sites especially Youtube and Hotstar. For example, Youtube suddenly drops from 720p to either 240p or 360p but when I run the speed test it shows I am getting full speeds.

I am not sure what is happening.

Has anyone experienced similar issues?

And I was thinking, I am having issues with my browser. I had to refresh and manually change the quality. It's even taking time in initially loading the videos.

Netflix seems to run only at 2.7mbps 720p out of 7mbps 1080p since this week, will check later how 4k shows run.

For some reason 4k works at max netflix bitrate of 15mbps.
