IP blocked

Hi, I have hathway broadband internet connection. And its disconnected from 3 days. I had called to customer care, and they say that there was some spam going on from my IP address and my IP address is blocked by DOT (Department Of Telecom). Is someone facing any issue like that??? i don't understand how come DOT can block my IP and Hathway says that they can't do anything regarding this, untill i do a scan of my PC and assure them that there is no virus. This is really pathetic.
