yeah. netflix does variable compression. so parts with simple transitions would have more compression. action sequences would have lower compression. so cartoons would generally consume less bandwidth compared to an action movie like avengers. overall 24mbps should be fine to watch netflix in 4K with sufficient bandwidth for other online tasks.
