UK's point of view is that they believe Indians might forge vaccination certificates to enter UK. Apart from this they have nothing justifying their policy. They (UK embassy staff) can simply validate India's covishield certificate from Cowin portal. So far I have not read any reports of people hacking cowin portal to generate a forged certificate.
for what it's worth, i know of a person who is fully vaccinated as per cowin but has not taken a single dose by choice. it was a requirement at work so had to be done.

On another note, it makes sense why centre would oppose this new timeline. They have to sell vaccines to other countries instead of vaccinating our country at a faster rate than before to ensure wave 3 losses are minimal. Else, people will ask questions if they recover quickly from this pandemic.
