from what i have been reading... their systems have been down for a while now.

In many parts of the country this system is running without issues. They had stopped accepting shipments when the new core system was being deployed though.

so no speed post or registered post while this system upgrade was happening? ?

Here in Karnataka there was no downtime though. But I saw some Amazon sellers from Northern India complaining about the downtime.
