Iam A Get A New Problem

iam a facing some problems which r not come across to me as before.when i click any download links then an error is displaying."YOU DON'T HAVE PREMISSION FOR DOWNLOADING HTTP 404 FORBIDDEN" any link the same error is coming. and the next is when the "SCREENSAVER" is comes up the download speed downs to '0'.when the "SCREENSAVER" is removed the speed comes to normal state. Anyone know the solutions to my above stated probls,pls post them.

^ AFAIK , HTTP 404 FORBIDDEN means that the
file is not for downloading . one cant do anything here .
And disable screen saver during downloads .
