I am changing BSNL broadband plan from 675 plan to 199 plan.

Which 199 plan are you talking about?

you can't change to 199 plan,it's only for new connections. go for 249 in stead and you will get unlimited 8 mbps speed. Dont expect any changes to upload speed. High chances of upload speed being reduced if you go to 249
