Hybride connection, Fiber optic cable and wireless?

I want to know, if is it possible to transfer internet from a BSNl broadband provider that uses a fiber optic cable. to a distinct location which is approx 3.96 km away from the cable network of that provider. is it possible to make the connection wireless for this distance as there is no wire between these two locations and it is not economically feasible to install fiber optic cable for a single individual?

The second thing is that is it possible to share the internet with someone is it legal to do so?
 
First point yes, you can look at wireless point to point link. If there is unobstructed direct line of sight, PtP links can be established.

As per the ToS of the ISP, the connection should be used only at the premises where it is installed.

BSNL itself provides wireless links in the name of Air Fiber if its available in your area.
