How to safely clean GPU fan?

great. so many years have passed by and i am still looking for a compressed air can to clean the GPU fan which is making so much noise that it is driving me insane. someone guide me please?
i have a feeling i have asked this question before. :

what about a hair dryer 😀 for right now? i think most of them have a no-heat setting which just blow regular air?
 
why to buy the blower, include it in tools to buy list for later,
you can clean it using cotton buds, using rubber pipe method
or try using straw too

well i guess. a blower can come handy to clean the case as well. it has been collecting dust for almost 2-3 years now. even though it is safe for use for just around 30 seconds in one go, i guess it might be worth the price tag for what it offers?
 
I blow off the dust with a Eureka Forbes Euroclean Turbo vacuum cleaner....the sucker is quite powerful though it looks tiny. It comes with a small nozzle attachment which can send a powerful jet of air through all the components.

Another place where a lot of dust collects is the power supply enclosure.
