I have mach1 broadband and the router WAN IP address is 10.16X.XXX.XX(PPPoE) which is different from my public IP address. What do I need to do to get port forwarding working? I have set static IP to my laptop and added the port in router settings page. Still the port is not open. Please help.
I hope this is the right place to ask.

Your ISP is using CG-NAT. Can't do anything. Either ask for static IP from the ISP (that is if they provide it). Otherwise you can't do port forwarding.
Only options is VPN w/ port forwarding, or relaying though VPS, or zerotier/tailscale (not exactly port fowarding).

@a.c What other ISPs support port forwarding? How to know if they support it before getting connection?

Nothing much that can be done to be honest. Currently known providers are JIO (if you can ask them for it, saying you need for CCTV and stuff, they forward about 3 ports iirc). Airtel (now shifting to CG-Nat in some areas, though can buy static IP for a price).
Before getting a connection you can ask them if they offer static IP, some of them do at an additional cost.
