I don't
think there is a strictly a concept like upstream or downstream here. There are just peers.
Typically I would categorize based on the route it takes to reach a specific destination. For example to reach x.y.z.w from a ASN, all the peers in the middle are upstream from source ASN.
In most cases, The "upstream" peer will happen to be equal or a larger ASN and downstream will be smaller or equal ASN(in terms of announced prefixes, peers etc)
In case of AS45942, It has Airtel,
Tata, Unitas as upstreams. They are much larger ASNs and a good chunk of internet is accessible in AS45942 via these 3 peers.
Rest are probably just downstream or equal peers.
For a specific endpoint, You'll have to dig into how the traffic is routed via their peers.
