How do I activate Happy Browsing on my BSNL Broadband connection?

friends till yesterday it showed me two boxes , the other one was Free FUP 8mbps something like this ...
now from today it shows only one as in image below ..

how to again activate Happy browsing ,my speed is reduced to 1 mbps ...
earlier i did so much complaints then it got activated , dont know how ..
now again this thing ...
