I have 2 questions:Where are ISPs like Airtel, MTNL, BSNL, Reliance taking bandwidt from ? and How are they billed ? Is it dependent on the data that is transferred or on something else?

ISPs are usually billed on bandwidth and not on data transfer.

Have a look at:

http://www.broadbandforum.co/index.php?showtopic=3397

As per these docs MTNL pays 31 lcks per anum for 155 mbps.

yes. i think on bandwidth they have to pay to gateway providers. I think VSNL is main body of ISP. and american comapnies are on top most.

Kep in mind that one of the biggest carriers (FLAG) in world is now owned by an Indian company.

vsnl leases out most of its bandwidth to other isps and gives the left overs to its own customers :D
