Horrible broadband speed for BSNL Kolkata.

I am using BSNL Broadband's BB Home Combo ULD 650 Plan and getting horrible speeds for months now. The speeds are so poor that it takes me more than 7 hours to download a 700-800 MB Movie from torrent, forget about HD Movies and PC Games.

Please suggest me what to do. I cannot opt for any other ISP as BSNL is mostly monopoly in Kolkata and my apartment does not allow any other broadband (the society probably gets commission from BSNL to keep out other broadband services).
 
Trust me BSNL is best in Kolkata, get the 900 unlimited plan. It is much better. Or use 3G on your Smart phone to connect with computer. Alliance and Wishnet are some alternatives but I doubt any of them are good enough. BSNL is slow but very stable, I used to download 40 GB a month sometimes with it, even with slow speed. Now I shifted to new place and BSNL lines are not installed yet from last 4 months. So have to work with vodaphone 3G.
