I am thinking of going with 256 KBPS UL plan So please suggest me how to get connected with minimum cost as i am currently with sify

I have friend's modem from bsnl
I don't have a Bsnl phone

That 500 offer was only for Kolkata but it hasnt even been implemented over there due to technical faults.So just consider this a joke.

Who said that to you? It has already been implemented.

Its implemented in very less areas of Kolkata and many users on the forum from Kolkata had complained about it.

Plan can't be implemented area wise or exchange wise.whoever complained about it doesn't know the procedure.
