Higher Packet Loss During The Evening Hours

has anyone experienced higher packet loss during the evening hours?I ping yahoo.com during the day time and get 0% packet loss, but get packet loss of around 10% during the evening hours. Does anyone have any experience with this?--mattthis is in regards to MTNL Mumbai/Navi Mumbai/Vashi

I get 100% reply in morning,afternoon,evening and in night, Are you downloading a lot when u get RTO's ?
