Please check signal strength. Many times because of poor signal strength - you get lower speeds. Is it 2Kilo Bytes or 2Kilo Bits you have mentioned?Also check speeds early morning like 7AM or late night like 11PM.I get around 100kbps after 9PM in bangalore.
