Help needed in CONFIGURING LAN

i have a 256 K internet connection... and 2 PCs ... i want to share the connection on both pcs but i want to restrict the connection to 64 or 100Kbps on the 2nd PC ... i have tried bandwidth controller 0.31Beta... it was a waste as it even restricts the local traffic and i have difficulty transferring data between PCs... HELP.... If any other softwares r there which can be got through linewire or Emule...!!
