ok, looks like hathway is reducing bandwidth in central side then. The speed issue is consistent since couple of months now. Whether one uses their SME plans (meant for business) or home user plans, both work exactly the same way! Every afternoon the speed will go down to 0.2mbps levels by default, which then may improve by evening. But it is impossible to download anything on Saturday , Sunday and Public holidays as the speed is reduced at around 11am and it remains low till late night.
