Also, I have used my PNB Debit Card with mp4nation, seedunlimited.com too, they are international payments right? payment went smoothly. Wonder why not with google play 🙁

so why the hack do payment processors ask for our address? :

In USA and other countries, payment processors match the card number with the Billing Address.
while this may not work with Most Indian Cards, but for Credit/Debit Card issued in US the payment would be rejected if address mis-matches.

Yes, absolutely normal. It will be credited back after maybe a day or two.
