Mizoram Assembly becomes 13th state to ratify GST

The ratification of the bill by Mizoram and Telangana means that thus far, 13 states have approved the legislation. These states include Assam, Bihar, Jharkhand, Himachal Pradesh, Chhattisgarh, Gujarat, Madhya Pradesh, Delhi, Nagaland, Maharashtra and Haryana.

GST Council sets rates, four main tax slabs ranging from 5% to 28%

The number of rates remains four, though the lowest comes down from the earlier proposal of 6% to 5%, and the highest goes up from 26% to 28%. The two standard rates – which will apply to the bulk of the items -- are 12% and 18%.

Waiting for someone to come up with comparison of old rates and new rates.

I have a feeling that effectively most of regular items has increased tax.

I am wondering is it necessary for center to obtain GREEN signal from all states?

Or majority OR 3/4th rule applies here?

Like if 3/4th states of country agree to GST then other 1/4th has to obey?

BJP state heads might have been no choice but to vote yes. But enough states which are not under their control. Some are extremely agitated now like Telangana and West Bengal. Especially after demonetization which has caused loss of tax revenue according to them and they now want higher compensation. Government I guess wants to orop them.
