getting speed of 128 on 256 plan

this bsnl theives are giving a speed of 128 kbps on a 256kbps plan ,i checked the speed test with a tool provoded on this site and found that the highest dnload speed limit is going to 128 which shows a 256 at day time due to this i get a dnload speed of 14 kBps max after 22.00 hrs this is nothing but cheating as they are charging for a 256 kbps plan and dilivering 128 kbps the most i can do is curse this people who are worth shooting to death.100 me se 80 beimaan phir bhi mera desh mahaan
 
Lol. Cool down. First, do multiple check on Speedtest.net - The Global Broadband Speed Test . The BSNL test isn't reliable.

May be. The results I get from speedtest.net is 1.6-1.8 Mbps while BSNL test showed 16 KBps.
