What does it mean in BSNL Broadband Combo Plan Free Calls(with in BSNL n/w)

[color=rgb(223,3,3);font-family:Verdana, arial;font-size:14px;]In NCR SSAs (only in Faridabad, Ghaziabad, Gurgaon & Noida), available free calls under combo plans are offered as 50% calls within BSNL N/w and 50% calls to other N/w w.e.f. 01-04-2013. [/color]

Within BSNL n/w means any other BSNL number is free. The rest should be easy to figure out now... this applies only to landline phones AFAIK
