for what i should bill

i buy a new connection in april 2021 of bsnl from a vender and from 15 days i got only 3 days internet i have call vender many times he he is saying its not my fault it is from bsnl side today i receive a message from bsnl of 669 rupees (i have already paid 4000 rupees for connection) now beside all efforts i have decided to drop my connection at end of this month i cannot do anything otherwise my so much money will go wasted. I will recommend everyone to thing at least 10 times before buying connection otherwise it will give u too much headache and money wasted too. Thank you
