file sharing help needed

i'm using sify48kbps unlimited package internet connection. i want to know how can i directly access shared files and folder in other peoples' hard drive(i'm not talking about kazaa, shareaza etc.). for eg my friend is using spectranet internet connection and whenever he connects small computer icon apper in network neighbourhood folder, and he can directly double clik those icons and browse shared content in other peoples' hard drive?pls tell me how can i do this in my connectionthnxthnx
 
sify blocked that sometime back when they got their CTOs to install firewalls on the local networks. still... after closing ur firewall u can try accessing ur friends computers on the LAN.and talking abt that, please do not ask people here abt hacking questions.
