'Extreme Peering' causing severe issues on Metronet

I use Metronet in Bangalore. Since more than a month, I was facing severe problems when downloading from torrents using public trackers. Most of them never even started downloading, and also no torrent ever connected to seeds. They only downloaded from peers. But there was no problem at all with private trackers. I also noticed that torrents on public tracker sites had these weird red and green dots next to them. When I hovered my mouse over the, they used to show 'Extreme peering'. I was only able to download torrents with a green dot next to them.
After trying out various options and when I was about to give up, I realized that the culprit was this 'Extreme Peering' (http://extremepeering.net/). Its a service which claims to speed up downloads with local peers and seeds. My ISP (Metronet) has started using this. But the problem is, due to this stupid Extreme Peering, the torrent starts downloading ONLY if it has local seeds (i don't know if it determines 'local' as within my city or country). If not, then it never starts, or else gets stuck after a while. I called MetroNet customer care, but they're totally unaware of it. Is there any way I can get rid of this idiotic 'Extreme peering'? If not, is it possible to actually trick these torrent sites (maybe by usinga proxy server) so that this 'Extreme Peering' is bypassed? Please help me out. Thank you.
 
A VPN service might be a paid workaround.
