EVDO card Billing

I got a EV DO card from BSNL for Rs.250/- per month on rental basis on 26/9/07. A bill raised by BSNL on 7/11/07 of amounting Rs. 1378/- I ask the Officer for The billing but no ones giving me answer, about the details of bill . can any one say why I pay this amount and what is actual charges for that EVDO card.

250 is the rent for net acess while 600 is the rent for the modem,since it is a EVDO modem!
