i am not sure what this thread is all about? you are not able to open these sites?
 
there is very little you can do except to use a proxy or VPN to access these services. complaining is again pointless with companies like bsnl broadband. you can try filing a complaint with pgportal though. it usually does work with bsnl for other issues.
