DSL Link not steady

My broadband connection is ULD 800, my modem is Nokia sceimens provided by bsnl.

My modem link is not steady for long time. Is it a modem problem or line problem?

BSNL has changed my modem, splitter, RJ11 cable also. Local exchange has told me that they have checked my link and it is ok. My connection is through 5 pair cable from BSNL end.

They have also changed my network connection from P2 to P3. But the problem still persists.

Anybody please help me to sort out this problem.

My local SNR is 27db, remote snr is 17 db
My Local line attenuation is 21.5 db remote line attenuation is 21.5 db
 
Exchange issue, talk to them.
 
If DSL is not steady, it is an exchange issue. Unless there is a break in line between junction box to your home. But mostly it is an exchange issue.
