if its main line, under the road, you would need a truck which comes with Water JET, and also has heavy suction power to deal with it.
Happened to me twice in my old city.

It would be sent by "Nagar Nigam" in UP or MCD in Delhi.
 
No its the sewer line which goes under kitchen sink to sewer outside the kitchen. It's get choked and sweepers are very expensive & lot of chik chik.
 
if drainex like thing worked earlier, a cheaper option would be to dump 250 gms of caustic soda with some water, if it reaches the clogged portion, it will work for sure.

make sure you handle it with caution as its very acidic and harmful.
