Does fiber connection is not provided to individual or non apartment houses ?

I live in 2 floor building with 3 houses and is just two buildings next to apartments which recently got airtel fiber layed.
Applied for airtel fiber connection and got call from local guy who confirmed the feasibility but updated they can't provide fiber connection to my building stating its only for apartments which already have internal cabling setup done and can't provide to me but offered same vdsl which I'm currently using.
 
I used to get the same answer from Airtel in a similar setup. They did lay so,E fiber lines here but the work isn't done yet. So you'll be stuck with vFiber.
Try alternatives maybe, like Jio or nextra
