Do all ISPs provide public IP on request?

I'm currently using Ion broadband. Getting moderate NAT and unable to connect to my friends. Will requesting a public IP help?

you would have to check with your isp. excitel does not give it. even abs powered by den refused to offer it.

abs guys refused iirc. they said that they used to give it earlier but no such option now.

Is there another way to overcome NAT issues? My ISP uses CGNAT so port forwarding does not work.

My isp is a peer partner with Extreme IX and Netflix is a content provider partner of Extreme IX. However I do not get any peering speeds on Netflix
