Turns out it was me. Had run some stupid windows 10 utility to block Microsoft servers. Looks like it added a lot more than required. Still not sure if i have undo the damage.

so thanks everyone for shoing this problems with excitel i just thinking changing because no fup but iam glad that i dont do so act stil will bee the #1 isp in Hyderabad

But MTNL wont lock you with their own DNS Server.

everything went offline just now on excitel. same old dns problems.
