Well I have understood correctly then leased line bandwidth is not shared or there is no contention for bandwidth.

Yes you can setup web/mail server with 1 MB broadband with business 1 mb because you will get static IP.
Of course for trial purpose you can use no-ip.com services for free url. However for a full fledged web/mail server you need static ip
