Did anybody faced problems accessing international sites yesterday?

I was not able to access any of the international sites yesterday night after 9pm. Only sites which have servers in India were accessible. Speed was very fluctuating and never crossed 50 KBps on a 2mbps line. Did anybody from Pune also faced similar problems?
 
Nah no problem here in Delhi
